# Enforcement

Objective evidence of dangerous overtaking and speeding in bicycle streets.

UTO Enforcement is an AI camera system that automatically detects when a car overtakes a cyclist or speeds in a bicycle street. Cities, municipalities and police zones get objective, timestamped evidence to sanction fairly, without extra patrols.

## The problem: rules nobody sees are rules nobody follows

In a Belgian bicycle street the cyclist comes first: cars may not overtake cyclists and must stay at or below 30 km/h. In practice the rule is often ignored, and no patrol can be on every street every day. People who feel unsafe leave the bike at home, and the investment in the bicycle street fails to deliver what it promised.

## Our approach: cameras that record objectively

An AI camera follows every road user in view. When a car overtakes a cyclist or drives too fast, the system creates a record: a short clip with time, location and the measured data. No roadworks and no sensors in the road surface are needed, and existing cameras can often be used.

## The outcome: fair sanctions, safer cycling

The responsible sanctioning officer or police zone receives self-contained cases: clear, verifiable and free of subjective judgement. At the same time the system measures how many cyclists use the street and how well the rules are respected, so you can see whether enforcement is working. The bicycle street gets the role it was designed for.

## How it works

1. **Consultation** — We discuss your enforcement goals, the streets involved and the cameras already in place.
2. **Tailored plan** — We choose camera positions and measurement zones, and agree the process with whoever issues the sanctions.
3. **Installation and go-live** — We install or connect the cameras, calibrate the view and review the first records together with you.
4. **Ongoing support** — We monitor operation, keep the system up to date and report on compliance and impact.

## Data and privacy

Enforcement needs evidence; privacy needs restraint. We deliver both.

- Faces and number plates can be blurred. The system does not identify individuals.
- What the responsible authority receives is limited to the data relevant to enforcement.
- The system is designed with the GDPR as its starting point.

## Frequently asked questions

### Which offences does the system detect?

Cars overtaking cyclists in a bicycle street, and speeding. The system also counts cyclists and measures compliance with the bicycle street rules.

### Can the evidence support a sanction?

Every record contains a timestamped video clip with location and measurement data. We agree the format in advance with the sanctioning officer or police zone that issues the fine.

### Can we use our existing cameras?

Often, yes. The system works with most existing camera networks. We assess your current setup and advise on the positions and settings needed.

### What about privacy and the GDPR?

Privacy is built into the design. Faces and number plates can be blurred, there is no personal identification and you receive only the data relevant to enforcement. We set up the processing in line with the GDPR.

### What does it cost?

Pricing depends on the number of locations and the scope. You typically pay for camera integration (one-off or per location), for processing with automated detection, and optionally for a dashboard or an API connection to your own systems.
